Of course, such action would also be a test of my argument that America is winning Iraqi hearts and minds. In some respects, however, it is a twofold test. First, there is a question of whether American forces can design their enforcement action in a non-provocative manner. Nonetheless, it may be the case that no American action, no matter how well-planned, can win over the majority of Iraqi Shi'ites. Thus, such action would be a test of Shi'ite sentiment as well as American competence. As I suggested before, Sadr lack of support among both Shi'ite clerics and the rank-and-file is his greatest liability -- and thus America's greatest advantage. Then again, you just never know.
